On the morning of July 9, 2023, the preparatory meeting for the Professional Committee of Electromagnetic Testing Technology and Equipment of the China Electrotechnical Society (CES) was successfully held at Jiasuo Hotel of Tsinghua University in Beijing. The meeting was attended by 57 participants including leaders, experts, and representatives from 16 higher education institutions, 5 research institutes, and 20 companies in China.

The preparatory session of the professional committee was chaired by Professor Huang Songling of the Department of Electrical Engineering and Applied Electronics at Tsinghua University. The meeting began with an opening speech by Mr. Han Yi, the Secretary-General of the China Electrotechnical Society. Mr. Han introduced the responsibilities, obligations, current development status, and notable achievements of the society. He highlighted that the establishment of the Professional Committee of Electromagnetic Testing Technology and Equipment is in response to the urgent need for advanced and innovative testing technology in the construction of new-type power systems. He expressed hope that the professional committee, as a new member of the society’s organizational system, would promote academic exchanges, application, and dissemination of academic achievements both domestically and internationally. Particularly, he emphasized its active role in achievements transformation and talent cultivation. Mr. Han proposed constructive suggestions, including leveraging organizational advantages, strengthening internal organizational development, nurturing high-quality branded activities, and enhancing international cooperation. He urged committee members to utilize their academic and industry influence to support the committee’s growth.

On behalf of the Secretariat of the Professional Committee, Professor Yu Xinjie, Party Secretary of the Department of Electrical Engineering at Tsinghua University, extended a warm welcome to the experts gathered at Tsinghua Campus for the establishment of the Professional Committee of Electromagnetic Testing Technology and Equipment. Professor Yu introduced the historical development of the Department of Electrical Engineering and the Institute of New Electrical Technologies at Tsinghua University. He assured full support from their department for the committee’s establishment. He pointed out that the Professional Committee of Electromagnetic Testing Technology and Equipment is the only one affiliated with the Department of Electrical Engineering at Tsinghua University within the China Electrotechnical Society. He emphasized that the department highly values the establishment of the committee, ensuring dedicated funding each year. He also expressed hope that the committee, backed by the department, could provide an efficient platform for frontline experts working in sensing, detection, metrology, and other related areas, promoting collaboration. He urged everyone to work together for collaborative development in academia, industry, and research, contributing to the advancement of the discipline.

Wang Qiuliang, the Honorary Director of the Professional Committee and academician of the Chinese Academy of Sciences Institute of Electrical Engineering, delivered a speech. Academician Wang congratulated the convening of the preparatory meeting for the professional committee and stated that under the leadership of the China Electrotechnical Society and with the collective efforts of the experts, the professional committee would help expand the society’s influence and effectively promote the development and progress of China’s electrical engineering discipline. In the context of carbon neutrality, as a crucial source of key core technologies, China Electrotechnical Society is presented with rare historical opportunities. Electromagnetic testing technology and equipment constitute significant research areas. The committee aims to engage in academic exchanges, build an interactive platform, address common key scientific issues, and contribute to the development and progress of the electrical engineering discipline. Academician Wang Qiuliang encouraged electrical engineers to uphold the fine traditions of their predecessors, make serving the nation’s carbon neutrality goal their highest pursuit, foster consensus, grow together, and continue their efforts.

Representing the Secretariat of the Professional Committee, Professor Li Shisong from the Department of Electrical Engineering at Tsinghua University presented the establishment plan of the professional committee. He elaborated on the committee’s construction plan from four aspects: mission and objectives, scope and tasks, organizational structure, and annual activity schedule. The professional committee elected Academician Wang Qiuliang from the Chinese Academy of Sciences Institute of Electrical Engineering as the Honorary Director, Professor Huang Songling from the Department of Electrical Engineering at Tsinghua University as the Director, Level 1 expert Hou Xingzhe at State Grid Chongqing Electric Power Company, Director  Guo Jinghong of the Sensing Department at State Grid Smart Grid Research Institute, and Vice President Song Xiaochun of Hubei University of Technology as Deputy Directors. Professor Li Shisong was appointed as the Secretary-General, and Assistant Researcher Peng Lisha at the Department of Electrical Engineering at Tsinghua University as the Deputy Secretary-General. Following this, Professor Huang Songling introduced each member of the professional committee to promote mutual familiarity among the members.

During the thematic report session, chaired by Professor Li Shisong, Guo Jinghong, Director of the Sensing Department at State Grid Smart Grid Research Institute, delivered a report titled “Key Technologies of Intelligent Perception in the Context of New-type power systems.” Guo outlined the demand for intelligent perception in new-type power systems, discussed the application status and challenges of power sensing technology, and provided insights into the future development trends of intelligent perception technology. In-depth discussions were conducted among experts present on advanced sensing technologies, including distributed optical fiber sensing.

Professor Huang Songling from the Department of Electrical Engineering at Tsinghua University delivered a report titled “Application of Electromagnetic Non-Destructive Testing Technology in New-type power systems.” Huang introduced the main challenges in the construction of new-type power systems, electromagnetic non-destructive testing technology and its characteristics, as well as its applications in the power industry. He concluded his report by summarizing the applications of non-destructive testing technology in the power industry. Following the reports, experts engaged in in-depth discussions on common issues between non-destructive testing and perception, effective distance in large concrete crack detection, fatigue crack detection in wind power bolts, and strategies for selecting non-destructive testing equipment based on different principles.

The exceptional thematic reports by the representatives provided forward-looking and leading innovative viewpoints, laid out prospective basic research, and tackled key technologies, setting directions for the development of electromagnetic testing technology and equipment.

To further expedite the establishment of the professional committee, members actively contributed ideas and engaged in vigorous discussions. Hou Xingzhe from State Grid Chongqing Electric Power Company provided suggestions on issues including national major project application, development of new sensing materials, achievement transformation, and promotion. Guo Jinghong from State Grid Smart Grid Research Institute particularly shared insights and suggestions regarding the cultivation of young talents, application for national awards, and domestic and international academic exchanges. Other committee members provided valuable suggestions on aspects such as committee subdivision, establishment of specific topics, and committee development funds.

Lastly, Wang Zhentao, Director of the Personnel Department of the China Electrotechnical Society, summarized the meeting. Wang provided clear explanations and responses to key issues including the selection of young talents, organization of international conferences, invitation of foreign experts, and exchanges among member units. He expressed confidence that the Professional Committee of Electromagnetic Testing Technology and Equipment had ample preparation and smooth progress in its establishment, and believed that with the collective efforts of the experts, the committee would be successfully established in the coming year.
