On September 3, the 2022 Forum of Presidents of Schools (Colleges) of Electrical Engineering, co-hosted by the Chinese Society for Electrical Engineering (CSEE) and China Electrotechnical Society (CES), and jointly organized by the Department of Electrical Engineering and Applied Electronics (EEA) of Tsinghua University and Tsinghua Sichuan Energy Internet Research Institute, was successfully held online. Shu Yinbiao, Chairman of CSEE, Chairman of the International Electrotechnical Commission (IEC), Academician of the Chinese Academy of Engineering, and Chairman of China Huaneng Group, Yang Qingxin, Chairman of CES, and Zeng Rong, Vice President of Tsinghua University delivered speeches successively. The forum was presided over by Wang Gang, Secretary General of CSEE, Kang Chongqing, Dean of EEA and Director of Tsinghua Sichuan Energy Internet Research Institute, Lu Chao, Deputy Dean of EEA, and Lu Zongxiang, Executive Deputy Director of Tsinghua Sichuan Energy Internet Research Institute. Lin Mingshan, Vice Chairman of CSEE and nearly 200 presidents of schools (colleges) of electrical engineering, professors, scholars and experts from 74 colleges and universities of China attended the forum, which attracted more than 12,000 viewers to watch online through live broadcast.

This forum, focusing on the discipline construction for building a new power system under the “carbon peaking and carbon neutrality” goal, is mainly held in the forms of presentations, keynote speeches, in-depth discussion and free exchange to jointly explore new talent training models and overall scientific research layout in colleges and universities, effectively strengthen the cooperation and exchanges among colleges and universities in the electrical field, and promote the development of electrical engineering disciplines in China.

In his speech, Chairman Shu Yinbiao reviewed the glorious history of electric power science and engineering disciplines in China over a century, and pointed out that the cross-century changes are stirred with the extensive pandemic, the new round of technological revolution and industrial transformation is developing in depth, climate change challenges are increasing day by day, the energy supply map is redrawn, and we need to fully understand the arduousness and complexity in realizing the “dual-carbon” goal, adhere to cleanliness, electrification, digitalization, and standardization, actively explore the path of low-carbon energy and power transit, and effectively build a new power system. The Forum of Presidents of Schools (Colleges) of Electrical Engineering has become an important platform for promoting the development of disciplines, cultivating innovative talents, and advancing the progress of the industry. Facing the new situation and new tasks, the energy and power industry will be given unprecedented opportunities, which put forward new and higher requirement for discipline education, personnel training and technological innovation in the field of electrical engineering. CSEE, together with all schools of electrical engineering, will shoulder the responsibility and mission entrusted by the times, and play a more important role in promoting exchanges and cooperation, advancing scientific and technological innovation, and training and introducing talents.

Chairman Yang Qingxin said in his speech that since the Forum of Presidents of Schools (Colleges) of Electrical Engineering was jointed established by CSEE and CES in 2009, it has realized fruitful exchanges and cooperation. As the schools of electrical engineering undertake important functions such as talent training, scientific research and social services, it should keep pace with the high-quality development of the national economy, give full play to the advantages of basic research and interdisciplinary research in universities, and keep promoting the training of electrical professionals and advancing technological innovation. CES will go on building a stage for sharing, exchange and learning, provide a channel for brainstorming, and promote the reform and development of electrical disciplines. He suggested that in the future, the first-level discipline catalogue should be adjusted to electrical science and engineering, the undergraduate major catalogue should be adjusted to electrical engineering and intelligentization, and all schools of electrical engineering should pay attention to the investment in new research for national major demands.

Vice President Zeng Rong pointed out in his speech that cross-college cooperation is of great significance in breaking technical barriers, promoting talent exchanges and coordinating industrial innovation. Since its establishment, the Forum of Presidents of Schools (Colleges) of Electrical Engineering has played an active role in the exchange of cutting-edge advanced technologies, transformation of scientific and technological achievements, and the cultivation of scientific research talents for all participating units. Tsinghua University will work with CSEE, CES and the majority of brother universities to jointly explore the new model of talent training and scientific research organization in universities, further strengthen cross-college collaboration and exchanges in the electrical field, and enhance the academic authority and social influence of the forum, support the development of China’s electrical engineering disciplines and the construction of national energy security, and make greater contribution to the realization of China’s high-level scientific and technological self-reliance and the “dual-carbon” goal.

Gao Wensheng, Secretary-General of the National Energy Internet Industry and Technology Innovation Alliance, pre-released the “2022 National Energy Internet Development Report” at the forum, and introduced the main content of the report in detail, including the preparation background and preliminary organization, sorting out industry policy hotspots and typical technologies, and summarizing industry standards and development trends.

In the following keynote report, Dushan Boroyevich, Vice President of Virginia Tech and academician of the American Academy of Engineering, introduced the basic situation and experience of Virginia Tech’s graduate education and training in the field of power electronics; Bi Tianshu, member of the Standing Committee of the Party Committee and Vice President of North China Electric Power University, shared the experience of exploring the organized scientific research model based on the typical cases and practices of North China Electric Power University; Wang Yongping, President of Sichuan New Electric Power System Research Institute, shared his views on the construction of a new “multi-source and inter-support” power system in Sichuan from the prospective of construction ideas, theoretical models, and exploration practices. Thoughts on the construction of a new type of power system in Sichuan with "multi-source mutual assistance"; Chen Houhe, vice president of Northeast Electric Power University, starting from the construction measures of Northeast Electric Power University’s electrical engineering discipline, introduced how local a university with electric power characteristics carry out the construction of electrical engineering disciplines; Huangqi, member of the Standing Committee of the Party Committee and Vice President of Chengdu University of Technology, introduced the research result related to emerging information support technologies and their application in new power systems; Kang Chongqing, Dean of the Department of Electrical Engineering and Applied Electronics of Tsinghua University and President of Tsinghua Sichuan Energy Internet Research Institute, took Tsinghua Sichuan Energy Internet Research Institute as an example to introduce Tsinghua University’s experience in building new research and development institutions in different places to support the development of electrical engineering disciplines.

Subject forum

The subject forum is divided into two subjects: electrical engineering discipline construction and electrical engineering talent training.

At the sub-forum on electrical engineering discipline construction, Wang Zhongdong, Vice President of the University of Exeter and Dean of the Institute of Technology, introduced how to strengthen the interdisciplinary research work on the power energy system responding to climate change; Chen Weirong, President of the School of Electrical Engineering, Southwest Jiaotong University, shared the discipline development plan and thoughts based on the overall situation and development status of the electrical engineering discipline of Southwest Jiaotong University; Yang Kai, Deputy Dean of the School of Electrical and Electronic Engineering, Huazhong University of Science and Technology, made a report on the background goal, thinking model, and achievement and experience of the construction and exploration of a scientific and technological innovation and talent training cooperative in the Yangtze River Economic Belt; Yuan Xibo, Dean of the School of Electrical Engineering, China University of Mining and Technology, introduced the construction achievements of the electrical engineering discipline of China University of Mining and Technology, and made a comparative analysis on the teaching and personnel training of electrical engineering discipline between China and the UK .

At the sub-forum on the training of electrical engineering talents, Wu Mingli, Dean of the School of Electrical Engineering of Beijing Jiaotong University, shared the experience in building a practical education system for undergraduate majors in electrical engineering based on the achievement of the integration of science and education in Beijing Jiaotong University; Xiao Xianyong, Dean of the School of Electrical Engineering of Sichuan University, made a report on the training of first-level talents of electrical engineering from the prospective of models, methods and guarantees, etc.; Li Wuhua, Deputy Dean of the School of Electrical Engineering, Zhejiang University, introduced Zhejiang University’s achievement in electrical engineering construction and the exploration and practice of cultivating outstanding electrical graduate students; Li Dongdong, Dean of the School of Electrical Engineering, Shanghai Electric Power University, elaborated on how to develop high-quality electric power talents in the new era based on the practical experience of production-education collaboration in Shanghai Electric Power University and the construction of the virtual teaching and research section of the Ministry of Education.

The convening of this forum is an active action of Chinese schools of electrical engineering to jointly explore innovative development in discipline construction, talent training, technological innovation and other fields to meet the needs of major national strategic development and build a platform for inter-learning, integration and inter-promotion. This high-level academic platform will play an important role in promoting the development of electrical engineering disciplines, improving the quality of electrical engineering talent training and strengthening university cooperation, and contribute more intellectual sources to the high-quality development of the energy and power industry and the realization of the “dual-carbon” goal.
