On November 24, 2021, General Secretary Xi Jinping presided over a meeting of the Central Committee for Comprehensively Deepening Reforms to make important arrangement for the construction of the national power market, emphasizing “building a national integrated power market system” and clarifying the direction of power market reform in China. Themeeting reviewed and passed the“Guiding Opinions on Accelerating the Construction of an Integrated NationalPowerMarket System” (hereinafter referred to as the “Guiding Opinions”).

The Energy Internet Think Tank Research CenterofTsinghua University has played an important roleof information and policy support for the research of the “Guiding Opinions”. Recently, the National Energy Administration sent a letter to Tsinghua University to express its gratitude to Tsinghua University and related experts for their work support. The letter pointed out that the Energy Internet Think Tank Research Center of Tsinghua University “developed and provided suggestions forthe construction of a national integrated power market system,whichlaid a solid foundation for the drafting of the ‘Guiding Opinions’”; “Comrade Chen Qixin, as the main writing expert and consultant,deeplyparticipated inthe research and draft of‘Guiding Opinions’”.

Since the launch of a new round of power system reform in 2015, China has made major breakthroughs and achievements in power market construction. In 2020,themarket-orientedtrade of poweramounted to 3,166.3 billion kilowatt-hours, accounting for 42.2% of the total electricity consumed in the society. At present,China has become the country with the largest market-orientedpower tradevolume in the world. The Energy Internet Think Tank Research Center of Tsinghua University (hereinafter referred to as the “Think Tank Center”) has been engaged in the field of power market reform for a long time, deeply participated in the formulation of major national strategies, policy consultations and document revisions,undertaken a series of major research projects commissioned by relevant state departments, andprovided theoretical support and technical analysis tools for the reform of the national power system and the transformation of energy strategy.

The “Guiding Opinions on Accelerating the Construction of a National IntegratedPower Market System” was drafted jointly by the National Development and Reform Commission and the National Energy Administration. TheGuidingOpinions point out that it is necessary to “build a national integrated power market system”, “follow the laws of power market operation and market economy, optimize the overall design of the power market, realize the sharing of power resources optimize the allocation across the country, and accelerate the formation of anintegrated,open, orderly competitive, safe, efficient, and well-governed power market system”.

TheEnergy Internet Think Tank Research CenterofTsinghua University was established on the basis of the “one department and two institutes” structure of the Department of Electrical Engineering and AppliedElectronics, Energy Internet Innovation Research Institute, and Tsinghua Sichuan Energy Internet Research Institute. It is a branch of the national think tank “Tsinghua University National and Global Governance Institute”. The Energy Internet Think Tank Research Center has been working in the field of power market reform for a long time, and is deeply involved in the formulation of major national strategies, policy consultations and document revisions. During the formulation of the “Guiding Opinions”, Chen Qixin, Jiang Nan, Guo Hongye, Zhong Haiwang and other researchers from the Think Tank Center undertooktheresearch tasks related to the “National IntegratedPower Market” commissioned by the National Energy Administration, and carried out in-depth research anddomestic and foreignsurvey work, andprovided an important theoretical basis for the design of the system and mechanism ofChina’s power market construction.From 2019, Associate Professor Chen Qixin fromtheThink Tank Center undertook the major energy research project “China’s Inter-provincial Power TradeMechanism Design” commissioned by the National Energy Administration, andinitiallyproposed "Buildinga multi-level integrated power market system in China” and “Buildingan efficient coordination mechanism for provincial/regional and inter-provincial/regional power trade”, etc. In 2020, Associate Professor Chen Qixinfurther undertookthe major energy research project “Research on Power Market Mechanism Adapting to Energy Transition” commissioned by the National Energy Administration, conducted in-depth research on the power market mechanism of renewable energy, and scientifically designed the specific path and method for“New Energy Participation in MarketTrade”.

Since the implementation of the new round of power reform in 2015, the Energy Internet Think Tank Research Center of Tsinghua University has participated in the revision of 8national and ministerial policy documents on the power market, undertook 18 relatedsubjects commissioned by ministries and commissions, published more than 70 papers, and trained 4 doctoral graduates and 4 master graduates; successively won 4 provincial and ministerial awards, including the first prize of Science and Technology Progress Award of the Ministry of Education, the first prize of Outstanding Research Achievement Award of theNationalEnergy Administration, and the first prize of China Power Science and Technology Award.
