Recently, the Power & Energy Society (PES) of the Institute of Electrical and Electronics Engineers (IEEE) disclosed the 2021 PES Society-Level Awards. Professor Kang Chongqing from the Department of Electrical Engineering and Applied Electronics of Tsinghua University won the IEEE PES Roy Billinton Power System Reliability Award for his contribution to power system reliability analysis and enhancement under high renewable energy penetration.

Reliability is one of the most important subjects in power system planning and operation, and power system reliability analysis under high renewable energy penetration is facing huge challenges. Professor Kang Chongqing established the sequence operation theory many years ago, and systematically defined the basic operation of random variables, which are widely used in power system uncertainty modeling and analysis. He has made great contributions to the theoretical research and engineering practice in power generation side renewable energy capacity credibility assessment, power generation and transmission system reliability analysis, demand-side probabilistic load forecasting, and power system reliability improvement of integrated energy systems. In 2016, Professor Kang Chongqing, as the project leader, presided over the national key research and development program "Basic Theory of Power System Planning and Operation Incorporated with High Renewable Energy" of the "Key Special Project of Smart Grid Technology and Equipment", and proposed a series of basic theories and methods for system planning, operation and reliability analysis, and a series of software platforms for power system operation simulation and planning optimization. Moreover, Professor Kang Chongqing served as the convener of the CIGRE SC C1.39 working group of Optimal Power System Planning under Growing Uncertainty, organized 28 experts from 17 countries, and released and published the technical reports on the theories and methods to meet the challenges of a high renewable energy grid incorporation after 4 years of unremitting efforts. Winning the Power System Reliability Award this time is precisely the IEEE PES's high recognition of the above-mentioned achievements and contributions of Professor Kang Chongqing.

It is learned that Professor Kang Chongqing is the first Chinese mainland scholar and also the youngest scholar to receive the Power System Reliability Award since it was established.

About the winner:

Kang Chongqing is a professor and Dean of the Department of Electrical Engineering and Applied Electronics, Tsinghua University, Director of Energy Internet Innovation Research Institute, Director of Tsinghua Sichuan Energy Internet Research Institute, and Director of Tsinghua University-State Grid "New Generation Power System" Joint Research Institute. He is mainly engaged in the research power system planning and reliability, power system dispatch and operation, renewable energy, low-carbon power technology, load forecasting, and energy Internet. Winner of the National Science Fund for Distinguished Young Scholars, and leader of scientific and technological innovation in the National "Ten Thousand Talents Program". IEEE Fellow, IET Fellow. He has presided over national key research and development plan projects, international cooperation key projects and joint fund key projects of the national natural science foundation. He served as Deputy Secretary-General, Chairman of the Education and Youth Committee, Vice Chairman of the International Cooperation Committee, and Vice Chairman of the Electrical Mathematics Committee of the Chinese Society for Electrical Engineering and Vice Director of Beijing Society of Electrical Engineering. He was the editor-in-chief of International Transactions on Electrical Energy Systems of the international journal SCI and a member of the editorial board for many domestic and foreign journals. He also served as a member of the SC C1 Strategic Advisory Committee of the International Council on Large Electric Systems (CIGRE), and the Chairman of the Special Committee of Power System Development and Economics (C1) of the CIGRE China National Committee. He is a member of the IEEE PES long-term Strategy Committee, and a member of IEEE PES Fellow Nomination Resource Committee. He has published 5 monographs in Chinese and English, more than 300 papers, including more than 100 IEEE Transactions, and was continuously selected as the Chinese Most Cited Researchers from 2017 to 2020. He won the 2018 China Electric Power Science and Technology Outstanding Contribution Award.

About the Power System Reliability Award:

The IEEE PES Society-Level Awards is one of the highest honors in the academic field of international power systems, and the Power System Reliability Award, which is given to one person selected from around the world every year, is presented at the dinner party of the IEEE PES General Meeting. The IEEE PES Roy Billinton Power System Reliability Award was established to commemorate Professor Roy Billinton, the founder of the international power system reliability theory, a member of the Royal Society of Canada, a member of the Canadian Academy of Engineering, and a foreign member of the American Academy of Engineering, and a lifetime Fellow of the IEEE, and to commend outstanding individuals who have made important contributions to the reliability of power systems in the field of electric power science and engineering.
