On March 6, the Mid-term Inspection Meeting of the National Key R&D Program "Smart Grid Technology and Equipment" Key Special Project-Basic Theories of Electrical Power System planning and Operation under High Renewable Penetration was held in Beijing. Hao Mukai, commissioner of the Third Special Project Section of the Industrial Development Promotion Center of Ministry of Industry and Information Technology (MIIT) chaired the meeting. The members of expert group including Prof. Min Yong of Tsinghua University, Prof. Liu Jianming of Chinese Society of Electrical Engineering, Prof. Xiao Liye of Institute of Electrical Engineering of Chinese Academy of Sciences, Prof. Wei Wei of Zhejiang University, Prof. Dong Xuzhu of South China Grid Science Research Institute, Prof. Bi Tianshu of North China Electric Power University and Prof. Tu Chunming of Hunan University, as well as Gao Keli, director of Construction Section of Science and Technology Department of State Grid Co., Ltd., and vice president of China Electric Power Research Institute Co., Ltd., project leader& THU Prof. Kang Chongqing, other project leaders and project backbone members, attended the meeting.

At the meeting, Hao Mukai, commissioner of the Third Special Project Section of the Industrial Development Promotion Center of MIIT, first introduced the purpose, form and focus of the mid-term inspection of the state key R&D projects. Then Prof. Min Yong chaired the meeting as the group leader. Prof. Kang Chongqing, the project leader, made a report on the mid-term objectives, main progress of the project, implementation of funds, project organization and management, project characteristics, existing problems and solutions, next work priorities and plans. Then, the expert group inquired about the project, fully affirmed the implementation effect of the project in the aspects of integrated organization and implementation, coordinated promotion, difficulty tackling and the impact of the results at home and abroad, and put forward pertinent suggestions on the next step of the research, such as concise innovation points, the combination of theory and practical application, and coordination of research contents among the subjects. Finally, Hao Mukai read out the opinions of the mid-term inspection of the project and summarized the meeting. The project leader Prof. Kang Chongqing and the project leader and Vice President Gao Keli made statements respectively.

The Basic Theories of Electrical Power System planning and Operation under High Renewable Penetration is the first project of "Smart Grid Technology and Equipment" in the national key research and development plan. The project unit is China Electric Power Research Institute Co., Ltd. and the project leader is Prof. Kang Chongqing of Tsinghua University. The project undertakers are 15 universities such as Tsinghua University, Shanghai Jiaotong University, Huazhong University of Science and Technology, and Tianjin University, 3 enterprises such as China Electric Power Research Institute Limited, State Grid Energy Research Institute Co., Ltd. and State Grid Economic Technology Research Institute Co., Ltd. The project will be involved in five aspects of studies: the future power system structure evolution model and power forecasting method, the multi-objective coordinated planning method for AC/DC transmission network based on space-time distribution characteristics of high-proportion renewable energy, the distribution network planning method based on flexible load under high-permeability renewable energy access, the stability analysis theory of power system with source-grid-load high power electronization, and the theory of coordinated optimal operation of AC/DC hybrid system under high-proportion renewable energy. The purpose of the project is to form the basic theory system of model construction, coordinated planning and optimal operation of the future power system under high-proportion renewable energy access. Over the past two and a half years, the project has progressed smoothly with the joint efforts of all participating units, realized the proposed medium-term goals and achieved a series of remarkable results.
